This is the Wind-Chill Effect. It affects people and animals because they have circulating blood. It doesn't affect inanimate objects, such as an alcohol thermometer.In the example screen-shot, the air temperature (as shown on a thermometer) is -5°C, and the wind-speed is 30km/h. After a while in these conditions, your exposed skin will be about as cold as if the air temperature was -13°C and there was no wind. This is the Wind-Chill Index.About the CalculationWindChillMetric uses the New Wind-Chill Index: the international standard for calculating wind-chill. The New Wind-Chill Index is only accurate in the range of conditions where wind-speeds and temperatures that can combine to be unexpectedly hazardous to human health. These are wind-speeds above 4.8 km/h (a brisk walk), and temperatures below 10ºC. Higher temperatures won't freeze you no matter how strong the wind, and lower wind-speeds scarcely change the apparent temperature. Disclaimer: Results are indicative only.
